Since ozone is a secondary pollutant, direct restrictions on ozone emissions cannot be made, so restrictions are instead placed on NOx and VOC emissions, the primary pollutants that form ozone. In the United States, the Environmental Protection Agency has passed a multitude of laws restricting the emission of these pollutatnts, such as the Regional Transport Rule, which reduced regional emissions of NOx in 22 states, and the Clean Air Interstate Rule, which reduced ground level ozone formation by capping the NOx emissions in motor vehicles ("Reducing Ground Level Ozone," n.d.).
